This poor puppy was framed!
"Perhaps Eastern State's most unusual prisoner was 'Pep the Cat-Murdering Dog.' Pep was a black Labrador Retriever who was admitted (with mug shot and inmate number) to Eastern State Penitentiary on August 12th, 1924. According to prison folklore, Pennsylvania governor Gifford Pinchot sentenced Pep to life without parole for killing his wife's cherished cat.
The governor told a different story. In a letter to Eastern State Warden John Groome, he wrote that he wanted to donate a dog to Eastern State to improve morale among the inmates. So it would appear that Pep was framed. But in photos, with his ears back and head down, the dog looks guilty!"
